Not to rehash the argument, I support what Deputy Caoimhghín Ó Caoláin has said. Inserting the word "consult" would give legal certainty. The Minister has said it is best practice to consult and that all properly functioning organisations would consult, but, unfortunately, that has not always been the experience. If we wish to provide legal certainty and clarity to ensure this new organisation will consult, we must insert that word. I will, therefore, support the amendment. "I am delighted to speak on the Bill. I sincerely and warmly welcome its publication. It is extremely important legislation and, as the previous speaker said, it is long overdue.

In the report given to the Minister for Children and Youth Affairs in February of this year and published during the summer, the author cited this legislation as being of critical importance.
